Viewing Attachments

I've used attachments in sheets as the main way of transferring data to outside partners for a while, but have recently come across an issue.
I (along with others in my company) can view certain attachments, but someone outside of my organization cannot see them. Once i re-upload the file, it is viewable to them, so I don't believe this is an issue regarding access to the sheet (they are set as Editor - Can Share). Any ideas on how to fix this problem? Maybe this is a Smartsheet bug?

We've experienced that. It's usually that the permissions on the document in sharepoint aren't set properly.
