CountIF Formula Conundrum

Hi! I am trying to duplicate the formula in Image 1 using SmartSheet language. The formula in Image 1 is in Excel. What it's doing is counting the number of like instances. So for example, per the image, there are two rows that both have CE-1234-Chiller. We want the formula to identify the first, second, third, and so on, instance of this same naming convention.
The formula I attempted in SmartSheet (Image 2) is producing "1" every time and does not appear to be counting the same naming convention.

Hi @Reese,
Upon second read of your post, I now see you want the row to equal the instance number and not the number of instances. Sorry, my solution solves only for the number of instances. I'll do some testing to see if I can help with your instance number. Otherwise maybe someone else might chime-in in the meantime.
