Why do ROW changes not update for all users?

We have had several instances where changes one user makes are not updating for all users. In this instance, a row was highlighted in YELLOW by a user, but on my end, several cells did not have highlighting. We jumped on a call and it showed all cells in Yellow on his end and only some on my end. This was after multiple saves, logging out, logging in and about 7 refreshes. Any ideas what the issue might be? We all had ADMIN privs. Thanks.
