Yes, i can get groups:

https://api.smartsheet.com/2.0/groups

But that does not require any authorization (group or system) per the documentation

Oh yeah I see that. I'm assuming you know that you're actually set as a group admin?

No luck, I switched to using an admin token and had no issue whatsoever
