Account Deletion Not Working (17-JAN-2023)
I attempted to delete a user and transfer items to another user this morning (around 9:45AM EST) and after clicking the button to commit the transaction, the window did not proceed to the next status. The items did transfer, but the original account did not delete. I refreshed the browser, checked my connection, and attempted an account deletion of the original user and the window did not proceed and the account did not delete.

Thank you for letting us know! Would you mind trying to "Remove all sharing" for the user separately and then delete them from the org?
Let me know if this works and I'll report it back to the Support team.
