Conditional Formatting to Changed cells
Is there a conditional formatting formula I can create to only highlight certain cells that have changed? For this conditional format I do not want to use Highlight changes and see the whole sheet changes. I just want a certain column/cell to be highlighted and notification sent if a change is made.

Yes, as long as you add criteria that limit it to that column/cell, you would have to add a so-called helper column with a formula that checks the same as the Conditional Formatting rule to have an Alert trigger.
