Is there a way to override existing data with a new form submission?
I have a form that is updated by users on a quarterly basis, and that data feeds into a dashboard. Is there a way to override existing data with a new form submission instead of creating a new row of data?

Not necessarily. You could use update requests, or you would need to use a second sheet that uses formulas with cross sheet references such as VLOOKUP and INDEX/MATCH.
