Because I'm in a hungry mood, this might do what you need:
=MAX(COLLECT([Row ID]:[Row ID], Fruit:Fruit, HAS(@cell, "Kiwi")))
Where fruit would be your multi-select column, then just replace Kiwi with whatever value you are looking to match.
HAS() inside COLLECT()
Can you use HAS() inside a collect function (I think I need index(collect or max(collect in my scenario but unsure)?
I have a multiselect column. I'd like to collect all rows where a specific value appears within the multiselect column, then return the most recent row id (an auto generated number column in my sheet).

Nesting this HAS function with "@cell" gave me the solution I have been looking for in a totally different scenario. So thankful for this response!!!💯
