Is There A Formula or Other Way to have a column display the date that a checkbox was checked? I'm also wondering if the user who checked the box could also be displayed in a column?

  You should be able to do that in automation. There is a template called "Record the date when specified criteria are met" and if you use that, you can record a date when a the checkbox field is checked.
