Report Filter Conundrum

I want to filter out these parameters - A project has 'New Store Unchecked' and 'Survey Scope Unchecked'
The problem is that when a project has New Store Checked it will always have Survey Scope unchecked so I cant filter by 'Survey Scope Checked' as 'or' in the filter because I need to see those New Stores.
Is there anyway to get this to work?? Here's what my filters look like

Have you considred having 2 groups of filters, similar to the one you did, with an OR on all of them?

Hi @Itai, yes I set up the same group but with 'New Store Unchecked' and 'Survey Scope checked' as an 'or' but it still pulled the information in because the first group is telling it to :/
