Why do alert notifications run during non-working hours?

Is there a way to change the timing of when these automations run so that people get these notifications during working hours as opposed to when we are sleeping? Is this something a sys admin can change?

@scot tupper You can schedule the trigger to be timed based instead of row based.

The ones in question are row based which is how we need to manage them but thanks for your input.
