This is already possible! If you share the source sheet and the Report to your collaborators with only Edit permission, then they will not be able to change the Filter in the Report but they'll still be able to add data into the cells of the Report.
Is that what you were looking to do?

Yes! Thank you! The unfiltered data is sensitive so I wanted to make sure they are unable to alter the filter.
In order to see data in a Report, the underlying sheet will also need to be shared. This means they could access the Sheet to see the data that's being filtered out of the Report.
You could add the Report to a Dashboard and share the information that way, but it will be View-Only. The other alternatives are to use the Premium application Data Shuttle to surface rows without sharing the underlying sheet, or house the Report in a Workapp.
