How to apply a conditional formatting at a cell value level

Good morning,

Working with the team to build a dispatch list for our shop to work to building engines. Each engine has multiple modules that must be completed first in order to complete the entire engine. So an ouput board has been created with the columns representing the modules and each row representing an engine. The source sheet for this has a header line for the engine information, then a child line for all respective modules for that engine, and each has a list of statuses that they can be.

When creating the output board we have the cells color coded for quick reference on the health of the engine by using the conditional formatting. The issue arises when we need to change a color to status relationship. The same conditional formatting must be cloned for every column based on the given value in that cell (in total 23 columns are impacted so the formula must be cloned 23 times per color).

The request is if anybody knows of a method to apply the conditional formatting now on a row/ column basis but purely on the value of the cell and it only applys to that singular cell.
