Can someone tell how to set up reminders for specific time 330pm 4th April, not just date like 4th April
I'm sorry, this isn't possible. Smartsheet sends out daily reminders between 12am and 4am PST (I Think) there is no way to set the specific time you receive daily emails. And the server processes them at during those times when (I imagine) the hit will be less impacting on Smartsheet users?

You could always submit a Product Enhancement Request.

Correct. As the server time and our system time do not align. But that can be addressed as part of the system enhancement. There is no reason why scheduling emails based on our timezone couldn't happen. Simple math. But a necessary update with or without scheduled emails.
Yep, I totally agree with your appraisal of the situation and the suggestion that the issues with system times could be addressed by the enhancement. But honestly, the responses I've had from Smartsheet about this bug are less than heartening. Smartsheet are still trying to come up with a workaround (2 years down the track) as they are unable to get their head around what happens to sheets when they are opened by users in different time zones.
Despite correspondence with their product team, including a detailed Product Enhancement request complete with mockup images, I have not seen any movement on a resolution. I made a simple suggestion that the sheet owner could set the timezone value for the sheet (with the default being the Owner's locale) using the same mechanism available to specify working days, predecessors etc.

Currently Triggering recurring workflows are only supported at the top of each hour. For instance 10:00, or 11:00, etc. Would like the ability to set 10:30 or 10:45. Perhaps the inteface can stay hourly so it doesnt get huge, but have the ability to manually edit the time directly to any custom time.
