Is there a way to restrict the view of submitted expense reports? We would like to enable this function but want to make sure only the submitter can view their own requests.

You might consider sending them a notification for their submitted expenses. Details on this are available here: https://help.smartsheet.com/articles/542904-using-notifications
Otherwise, you could potentially create a dashboard for each of your submitters and use a report widget to get their expenses in the dashboard. More on this here: https://help.smartsheet.com/articles/518547-create-edit-dashboard-portal
