Unfortunately there's no setting to keep zeros on the charts.
There is a workaround that involves having a value of .001 for the items, so that when they drop to 0 (or 0.001 instead), they still appear on the chart as a zero because there is a value but not enough to round up to a value of 1.
@Paul Newcome and others have provided this answer on other posts. Here's one of them, so you can see the workaround in action. Thanks Paul!

How to make a User Group a Dropdown List
We have created user groups for different departments and have several forms with a column of users. How do we make the drop-down on the sheet pull from a specific user group? Right now we have to manually add/remove names from each sheets' drop down list which defeats the purpose of building user groups.

In your Existing Ticket Tracker Sheet, my suggestion is to set it up with a buddy column called "Ticket Closed", if possible, because it will make writing the formula on the new master a little easier/future proofs it a bit, if you ever want to count other durations - ie quarters, months, etc. If you cannot, scroll below.
The Ticket Closed Column is a checkbox. It will be a Column Formula with this formula (see below).
=IF([Date Closed]@row <> "", true)
In your new Master Sheet, assuming you added the Ticket Closed Column. You can write your formula to say "Count if the "ticket closed column" is checked and it happened TODAY"
=COUNTIFS({Existing Ticket Tracker Sheet: Ticket Closed Colum}, true, {Existing Ticket Tracker Sheet: Date Closed}, TODAY())
If you want it between certain dates you and duration and just adjust the back end of the formula instead of saying "today"
Alternative Option: If you could not add the extra column, in the new sheet - use this. It will count how many tickets were closed using the date column.
=COUNTIF({Existing Ticket Tracker Sheet: Date Closed}, TODAY())

Distancing from a toxic family member. Emotional abuse is hard to identify when you are going through it. You want to believe that, its just their personality and they really dont mean to be that way. It took several years after the distancing for me to realize that this person made choices to behave the way they did. Removing the close connection enabled me to minimze the negative interactions and I was able to focus on more positive relationships. In more recent years, I've rekindled a little of the closeness with this person... but only with clear boundaries of respect and positive intent. Life is good!

I was terrified the first time I was an announcer for a roller derby event. Normally I would never have been asked but volunteers were low that day so I stepped in. Public speaking and explaining a confusing sport to a group of 400 people was a bit much but got through it and I have picked up the microphone quite a few times since.

To answer your last question - yes, that's correct and what I was wondering about.
Restricting it to people with a Smartsheet account still means anyone with a Smartsheet account could view the Form. The could create a free trial or be a part of a different plan and see your sensitive dropdown items.
I would potentially suggest adding those sensitive forms as an embedded Web Content widget in a Dashboard. Then you can either just share the Dashboard directly to specific groups/people, or use the published Dashboard link that restricts it to users in your Domain.
The embedded Form URL will only be accessible to users shared to the sheet or to the Dashboard with Admin permissions.
For your first question, you're correct - there currently isn't a way to see a list of all forms in your organization from the Admin Center. You can download a Sheet Access Report which identifies all the sheets, but not forms.
That said, you could use the Smartsheet API to List Sheets, then loop through the Sheet IDs to Get Sheets, with the parameter of include=publishedFormContainers . This would only get information for all the sheets that your specific account has access to, so if you're not shared to the sheet with the form it won't be included.
If your orgnaization has Event Reporting you could get notified every time a new form was created as well.

So here's what I found in my tests:
- If the default initially requires access then gets downgraded, any forms that previously required access would now allow anyone to access (default adjusted)
- However, if any form had required the logged in user to also be in the safe sharing domain, they'd still require login and for the logged in user to be on the safe sharing domain.
You noted in the first post that you have forms with sensitive dropdowns. Are those forms restricted to any Smartsheet account in general, or your safe sharing domain?
