I am not an expert in the TIME function and have only used it to create time from system values. Someone else might be able to help you here.
I would actually do a quick text manipulation to change your average time into hh:mm format, like this:
=VALUE(LEFT([Average Dwell Time]@row, FIND(".", [Average Dwell Time]@row) - 1)) + ":" + MOD([Average Dwell Time]@row, 1) * 60
This takes the part before the period.
Then places a colon.
Then places the part after the period multiplied by 60.

Allow Variables in Message Body for Timed-Based Update Requests
Currently as it stands, if there are placeholders entered in the custom message for a time-based Update Request, no custom message is sent.
Our use case is that we want to create reminder emails for users to update information for all of their assigned rows if they are not already populated. We want to have a few fields for them to update and they need a few read only fields to know what row they are updating. I tried adding the read-only fields in the message body, but that didn't work and I was told by support that this is a known limitation. I have already seen workflows where the user gets an email and when they click into the request form, the message body for that row is populated and they can fill out the fields, then they click next and they can see the message body for the next row and so on. Can you please add this functionality to time-based update requests?

Agree with everything above as well. They have taken away any Admin control that we previously had to manage our licensed users and Smartsheet spend. In addition, they aren't giving us the tools to manage people who we have determined should be a Viewer, but have requested Edit rights and the Owner approves them as an Editor. They need to create an immediate notification to the Admin to address the situation, otherwise, that User is back on the True-Up list the next quarter. They don't give us the tools we need to manage this change appropriately, but they will automatically make someone a Member if we revert them back to a Viewer in 2 True-Ups. That definitely doesn't sound reasonable to me.
Smartsheet, or rather their PE, needs to understand the inefficiencies they have caused and be reminded of why Smartsheet used to be a great tool for organizations.

Editing Start & End Date w/dependencies enabled
I have a worksheet with a Start & End and Project Settings set. I really need the durations and predecessors for the Gantt chart. However, I want my users, ELT, to work only from a report of Dynamic View and they need the ability to edit their dates as needed. According to the article below you can only edit the dates in the worksheet. Is there a reason for this that I am not understanding. I really don't want my users having to navigate a worksheet to edit the dates.
Does anyone have a workaround?

DocuSign handling multiple accounts
My company has multiple accounts in DocuSign, but Smartsheet's mapping tool can only see the default account. Significantly limits the utility of this feature

I'm trying to capture external form information and then process through a workflow. Although we want users to approve/decline as necessary we don't necessarily want them to view the sheet in it's entirety as it can become quite complex/confusing for those not involved with some of the processes. It would be great if Smartsheet allowed inclusion of the sheet link as an option that we could turn on as we saw fit.

Prioritization! Recently implemented an Eisenhower matrix and that's helped, but I still have to remember not to mark everything as Urgent AND Important…

Attachment In Automation - without needing to click into Smartsheet
With utilising automations to send emails to external parties, the ability to attach a document to an automated email would greatly help the process be more accessible to public users (as we currently always have challenge with people accessing) without the need of fiddling with Sharepoint links as we currently do.

Definitely would be beneficial to have the ability to send attachments directly in an email without a request for update or link to the sheet. Automation for generating documents should also allow for the option to email an update with attachment.
