From Web Excel Query and Smartsheet Publish Link

This is a bit of an Excel/Smartsheet question in truth. We have some workflows that depend on the From Web data function in Excel (Data -> From Web). We have switched our publish link to only be accessible to people on our account (instead of being published publicly), and the workflow now fails. I believe this is related to the browser support error with Internet Explorer. Trying to use the new publish link results in the error in the attached image.
I am not sure how to work around this. Has anyone else encountered this error, and if so, how did you fix it?

It is not. Think of the Data Query as a user. That user is just a general user not affiliated with any account. That is why it must be published as available to everyone.

You have to leave it set as available to everyone, and it has to be published as Read Only HTML.

That makes sense, thank you Paul! Is there any way to do this with the publishing option "Only available to users in the owner's account" option? Our organization only has this sharing option for HIPAA compliance.
