Helper Column Help

Hello-

I am trying to set up helper columns to allow for rows to be automatically updated when they are added based on 0, l levels of hierarchy. We have to do it this way because we have not purchased Control Center which allows for global updates. I keep getting blocked, unparseable. I don't understand why and I have read every article tried multiple formulas of what I am trying to do and get no where. I need to complete this project tonight.
