Alert based on user completing update form within workflow

Is there a way to trigger an alert when a user fills out an update form through a workflow? Use case: workflow triggers based on a certain date, workflow has a request update form that goes to user to fill out (pulls certain fields from sheet), once user submits this form or updates the form, we need an alert to other contacts that the user completed/updated the form.

You could trigger it by a specific cell that always changes when updating.

Thanks for the quick reply! I tried this and did another workflow to trigger an alert when a certain field was updated or left blank but after the user completed the form, but the alert did not trigger though the field was updated - not sure what I'm missing?
