How can I use a cell value as the To: email address in an "Alert Someone" action

I searched the community and likely I am not asking this question correctly as I cannot find an answer.

Background: I have a master worksheet with one row for each project. For each project I keep track of the person submitting a project request by saving their email address in a "Submitted by" column.

Requirement: I want to use workflows to sent an alert to the "Submitted by" user email address in that cell. But, when building a workflow using the "Alert Someone" action it does not provide any way to get that value from the cell as the "To" and send an email to them notifying them of the change.

Am I using the wrong "Action"?

Is the submitted by column a created by or a contact column? Or is it a column you have created that they put in their email address?

It is a column I created to put in their email address. The row is created by using a form to submit a project request. Email address is input by user when filling out the form. Column is presently Text/Num.

That is why it will not work the column must either be a contact column or created by column to show up in the automations list.

Thx ... will have to do some more research as I'd like to:

1. Build workflows to email to an email address(s) in a cell rather than use a contact list. This way I can notify all stakeholders that get added over time who want the updates based on changes in specific cell values.
2. Build workflows to notify external 3rd parties with info as needed.
