How do I create an IF functions that will change my status color if information is in the cell
I am trying to have my event status which is (symbols) update to gray, red, yellow, or green depending on if 2 cells contain information (Green), or one cell or no cells have information and is more than two weeks from the date (yellow), one or no cells have information and is less than two weeks from the date or event is canceled (red), or event is more than two weeks from the start date and no information is in either cell (gray).

Which "two cells" are you wanting to refer to?

And am I correct in assuming that the date you want to reference is the start date since it looks like the end date may not always be in place?

@Paul Newcome Yes that is also correct.

Can you provide clarification for the rest of it as well? For example... You mention an event being canceled should be red, but you don't say how it is indicated that an event is cancelled, and your yellow and gray arguments overlap with neither cell containing data and the date being more than 2 weeks in the future.
