When I add a new row it turns blue
I saw the previous discussion and I have no hidden columns and no conditional formatting. I just have my two title rows that are formatted. Any row that are completed after are taking their formatting and I can’t figure out why. The entire sheet is not formatted.

I think you would have mistakenly applied conditional formatting by checking two columns.

If there is no conditional formatting applied, one possible candidate is that highlight changes has somehow been turned on. You can check this by click the icon next to conditional formatting:
If the box which appears is on and the colour is set to blue then this could be why.
Another possibility is that if rows are being added by another user then they may appear in blue briefly when the sheet is refreshed.

That last sentence was my suggestion. New changes are highlighted in blue if you're collaborating on a sheet.
@nevelsjam in the upper right, is there an icon indicating someone else is in the sheet? Sometimes I'll have a sheet opened with my free Gmail account in one window and opened with my paid license in another. I've seen the blue rows in that situation
