Once the admin has paid the invoice, they will go into smartsheet and select yes. Automation created: Once selected yes, this will trigger an email to send out. But I need this email to get sent out to whoever is listed in that exact row (the individual who completed the form)
Is this possible?

Yes, this can be done.
make sure to change the field to a contact type and then in your automation, you should be able to select that column as the recipient of the message.

But where do I select that the email gets sent out to the individual that filled out the form? It is a different person per row

I created a column called "Requestor Name" and column type is "Created By." SmartSheet automatically populates the user's email address (people within our organization have to be logged in in order to fill out the form). Then, I run my Alert automation off "Contacts in a Cell = Requestor Name."
