Is it possible to have "Stopped By Error" report sent to the WorkFlow creator?

When flow was not competed, and status "Stopped" appears in Run Log - can we set an trigger for E-mail to be sent to the flow creator that will inform him that the flow has failed?

No, it's not currently possible to have email notifications based on run log statuses - this is a great idea though and I'd be interested if other Bridge users would find this useful.
