Is there a way to click on a cell in one report and have it take me to another report?

This would depend on how you are creating each of these sheets...
You could technically have a central sheet with a list of each person and next to it a link (not as a hyperlink just as plain text).
Then your sheets would look up the central sheet to get the person's report...

This type of feature isn't currently available as described. You could implement something similar by adding a column which contains the link to the relevant report. This would allow users to easily click the link and navigate to relevant report. This link could be auto populated by a column formula using INDEX/MATCH. This would require you to setup a reference table with all possible Assigned To values in one column and the link to their report in another column. The Assigned To would be used as a lookup key for populating link. This update would have to be applied to underlying source sheets to then be included in report shown in your screenshot.
