I have a form connected to a sheet (~140 rows of data) with automation and approval workflow. I need to make changes to the process so I deactivated the workflows while I work on the changes.
Question - When I reactivate the approval workflow and other automations will it send an email for all the prior items? Thank you,

It does not run if you are only re-activating
if you want to run, you can use the run now option and select the details
