For someone to be a Project Owner in Resource Management, they need to have Project Editor or portfolio Editor or Resourcing Admin permission level. You can modify the permission level in Resource Management for the PMs who get this error.

To make the changes, you will need to go to Settings --> People in Resource management by Smartsheet. Given below are the standard permission levels available for selection.
