I think it would be great if you had a dashboard that allows for metrics to be pulled that can give a clearer picture of how often a license user is creating new sheets, adding column, automations, forms etc. Items that only a licensed user can do. This will help determine if someone really needs a license. This will ease the extra work that is required when doing a impact survey that won't guarantee accurate information or full compliance from 100s of users. It will also help avoiding the heavy lift of combing through thousands upon thousands of excel cells when you pull the sheet access report.
