Allow System Admin to globally disable the "Allow submitter to email a copy of form submission"

I think it would be nice as a system admin, to be able to control these things Org wide. The “Allow submitter to email a copy of form submission” option should be hidden or removed from the form builder settings screen altogether so that when setting up a new form that this option can’t be selected and that it is not visible when setting up a new form.
