Adding non-registred users as resource

Hi! I am PM in organization which does construction works, where we have around 10 teams, 5 people each team. Is it possible for me to create my resource list without sending invitations for each person as many of them are not willing to register. However I need to keep track of their allocations in projects. Is there any possibility to create resource data base without registred e-mails?
