How to add an alternate email that was previously removed?

I removed an account to add as an alternate email to a current account but I am receiving an error message, "Email address is already associated with another Smartsheet account"

    The account you removed from your organization has his own Smartsheet account, and he was a member of your organization. Your removing action means you removed his membership, not his Smartsheet account. That is why he could not be added as alternate email to a current account.
