Error message - This workspace cannot be shared at this time

I am trying to share a worksheet with a colleague and receive an error message:
"This workspace cannot be shared at this time"
What is the solution please?

FYI: This SHEET cannot be shared at this time: the sheet owner was not licensed in our Enterprise plan. Once the sheet owner was provided with a license, the problem resolved. (Another option would be for the non-licensed owner to transfer ownership to a licensed user.) May be related to workspace ownership as well.
