Automation to email rows from spreadsheet based on complex rules

I am trying to use Smartsheet for meeting minutes - it works well, but one thing which I would like to do is to circulate the minutes as an email to the invitee.

What I would like to do is the following:

1. Trigger an automation manually
2. Have a dialog asking for the criteria
3. Send an email to all the people specified in the automation with the rows satisfying the criteria

Criteria might include checking dates (past, future) etc.
