Publish Link doesn't work for people in workspaces

I am having an issue where if I publish a report using available to users in owner's account, the link will work for those who are not shared to the workspace, but then don't work and get a request access page for those that are shared who don't have a license. Does anyone know how to resolve this issue?

If they don't have a license, do they at least have a Smartsheet login tied to your same account?

Yes they do. It is a non licensed account

I was not able to recreate your problem.

Published the report with the access control "Only available to users on the same Smartsheet plan as this item."

The user accessing the link is unlicensed.

The user can access the published report.

One issue I can think of is that your organization has multiple plans, and the person trying to access is in a different plan. If the domain name of the email is different, the user may be in a different plan.
