Formula to create link to filtered report using data from originating sheet as the "filter"?

I'm trying to create a master sheet that will be used as an onboarding checklist for new sales orders. There is quite a bit of leg work to do prior to the job starting and we need to track the steps and whether they are complete or not. I was thinking I could have the master sheet contain all of the check lists with a unique sales order number on each jobs rows. We may use this master list for other metrics in the future. My hope is to be able to link to a report attached to this sheet from other existing resources and use the sales order number as a filter so the report only shows data for the specific sales order. A link could look something like:

app_smartsheet_com/reports/fgfgfggfgffgfgfgggfgggfgfggffggfgf?view=grid&sales_order=[cell value] &[completed]=unchecked

(Obviously this is just a made-up link so you get the idea. It's kind of how a link in SQL Server Report Server would work)

Is something like this possible? Use values from cells to dynamically filter a target report?

Unfortunately, the filter is not referenced (at least not clearly) in the URL which means we aren't able to manipulate it, but it would be awesome if we could. I personally have a few use cases for it that would save me a ton of time if we could.
