Licensed user no longer creates new Smartsheets and now only edits, can they now be a free user?

If a licensed user had created a Smartsheet but no longer creates new Smartsheets and now only edits their existing Smartsheet, does that person still need a license? Or can we reallocate their license to someone else if all they will be doing going forward is editing an existing Smartsheet that they already created?

If that person owns even one asset (workspace, sheet, report, dashboard), they need to keep their license. If they transfer ownership of all assets and do not need to own anything else, you can reallocate their license to someone who does need to own assets.
