How can I create a form that edits a line instead of creating a new one?

@Kelly P. , I thought the link was very helpful, but having the option to edit an existing line from a url instead of an email would have its own benefits.
An example might be a Risk Table that I have. The project dashboard has a list (report) of the identified risks. It would be helpful to have a column containing a form, with the risk information populated in just the columns that I want them to be able to edit. I might have the Risk, Description and Implications visible to them, but have the user click on a particular risk, and update the Implication, Severity or Likelihood, without them ever seeing the formulae that calculate the rating.
I can create a form so that they can add a risk, but not a "clean" way to have them update the risk or just the information that I want users to be able to update. Forms are easier to use, and keep the noise down.
On the other hand @Peterson , I have been playing with Dynamic View and this might give a better way to accomplish "updating" a row without having to send yourself an email. Clicking on the row can bring up an "inline" form to show the user what is expected to be updated.
