CONTAINS formula not working

I am trying to count the number of times the number "1" appears in a range using CONTAINS formula. There can be multiples numbers within the same cell seperated by comma. I have tried doing it via a dropdownlist too but its not working.

You're close but try this instead.

=COUNTIFS(Number10:Number13, CONTAINS(1, @cell))
