I cannot seem to cross reference a sheet to another sheet and im going insane

Hello I know this might be very simple but I have tried everything to cross post a value from one sheet to another and I always get the wrong ref error or the unparseable one, this is the formula I'm trying to use, please help.

=COUNTIFS({RE Projects Range1}, "Counter", {RE Projects Range2}, "Complete")

The INVALID REF error comes about when you have type a {Cross Sheet Reference} that has not yet been created. The formula in your original post does not have any syntax errors, so make sure your {Cross Sheet References} are all set up properly.
