I have a sheet for which I'm the owner and I've shared it with 10 people in a workspace. I have one collaborator whose permission level is "Editor -- can share" and I'd like that person to be able to temporarily "check out" or make the sheet invisible to other users while she's making her changes/additions. I know that the "owner" could accomplish this by just moving the sheet out of the workspace. Is there any way for a non-licensed collaborator to do this?

A user with editor access will not be able to move a sheet outside of the workspace so she can edit it. However, if you give the user admin permissions to the workspace, she will be able to do this.
