Independent work days for tasks or resources?

I have  holidays blocked out in my calendar, however there are certain tasks/resources where the holidays don't apply. For instance, China is closed for all of February for Chinese New Year and I have those dates blacked out, but I don't want them to apply for folks in USA who will still be working. Is there a way to either apply holidays for specific resources or a way to make certain tasks override the calendar?

Non-working days apply to the whole sheet, however, you can used Elapsed Time to make a task ignore non-working time. 

Elapsed time (lead with an e to indicate duration in elapsed time e.g. e3d, e5h, e3.5d, etc). A task with a duration in elapsed time ignores non-working time. The task will start and end in the amount of time specified regardless of working day length and non-working days in the sheet.
