Universal Conditional Formatting Across All Sheets

Hi, 

Is there way to have a conditinal format rule apply across an entire database?

For exampe, i have a collegue whose name I want to highlight in yellow so it it easy to see on any project (sheet) he is working on. I want to avoid adding the conditional formatting rule to each sheet he appears on. Is it possible to make the hghlighting appear automatically?
