It appears that I am receiving inconsistent updates to Smartsheets. Changes are made and saved, but I don't see them, when I changed the permissions of the user making the change from edit - can share to admin the changes populated within the sheet.

You may have a filter on your sheet. Try clicking the filter button in the upper-left corner of the sheet to turn off any filters. More info on filters can be found here: https://help.smartsheet.com/articles/504659-using-filters-to-show-or-hide-sheet-data
Otherwise, if you're on a Business or Enterprise plan, see if you can find the specific changes that were made using the Activity Log button at the bottom of the sheet. More info on activity log here: https://help.smartsheet.com/articles/2476206-track-sheet-changes-with-activity-log
