Change Control Automation for I.T.

I would like to create and automatic a change control process for I.T. As the VP MIS I want workflow with control criterias build in based on the change requested. E.G. if its a level 1 or a critical system or downtime etc. It would come to me. E.g. if it's an update or level 2. I can go to my I.T. manager.
Is that posible in Smartsheet?
