Is it possible to have user stories with the ability to share across a team in smartsheet? I'm looking for some functionality similar to Jira without having to leave smartsheet.

There are a few ways to tackle this. You can create a sheet with Epics and User Stories with the hierarchy functionality in Smartsheet: https://help.smartsheet.com/articles/504734-hierarchy-indenting-outdenting-rows
If you're looking to give someone a filtered view of that information (for example, only the User Stories they're responsible for completing), create a report for them: https://help.smartsheet.com/articles/522214-creating-reports

In the new USM, are users who are designated as Viewers only able to download/export sheets they are given access to e.g. to Excel?
