Indent under a lock row

Hello to all,

I have a sheet for tracking material order. At the bottom there is a completed section with many parent child relation, see attached file.  T0 completed, T1 year, T2 month, T3 project, T4 list of material. The sheet automatically lock every thing that is in T3 and T4. Rows in T0, T1 and T2 stay unlock. Unfortunately, when a shared user (not admin) bring a new project to the bottom, It is set as a T0 tier and that user cannot indent the project to become a new T3 (the parent is month not the previous project). This is cause by the fact that the last row of the previous project is lock even thought there is no link at all between the 2 projects.

Do you know a way to set the sheet so the users can move the projects and indents at the right place?

    Hi Maxine,

    Can you share the sheet or a copy of it so I can get a better understanding of what you want to do?

    A possible workaround would be to have an area to collect everything and then an admin would move them to the correct group.

    Would that work?

    I should also provide a little bit more context.

    We work in aeronautic. This mean I can't share customers information. I create a blank copy of the page and removed some columns that were not useful for this discussion and allow and easier access to the formulas at the end. These formulas detect if the row is under the completed section and an automatic action lock them.

     

    Some Information about the workflow we are using. 

    the technicians that work on aircraft engine ask materials from a form. This entry get at the top line. Than storeman look if we can supply the parts or if it need to be ordered from the customer or a supplier and keep traceability. Our quality procedure requires us that the storeman can't change the input from the form so there is some column that are lock and storeman aren't admin. When project are done the storeman drop them in the completed section. Currently,  we got hundreds of projects done so it would be combersome for an admin to pass behind the storeman and sort them all.
