I see max file size to upload is 250M - is it possible to increase that with a different level plan?

At present the absolute maximum attachment size is 250MB for standard licensed users and 30MB for trial users. While there isn't a limit to the total number of attachments allowed on a row or sheet, you are always bound by the total storage allocated to the sheet owners subscription.
You can find more info on attachments here if required: https://help.smartsheet.com/articles/518408-uploading-attachments
