Problem sorting report based on "Assigned to" (Contact List)

I am working on producing a report which pulls from a Task sheet (database) based on certain specific tasks and specific statuses.  Each task has an "Assigned to" cell which contains a restricted list of contacts (our employees).  

I have been asked to sort the resulting report by the "Assigned to" column first, and then by "status."

When I first created the report, I noticed that despite being the first sort, the "Assigned to" column was not sorted correctly.  One employee's tasks were intermingled in the midst of another employee's tasks.

I've tried ascending and descending orders, and it doesn't seem to matter - the tasks are jumbled at best.

Any thoughts or advice?
