You can reassign any sheets owned by the terminated user to another user. Go to account administration --> user management --> navigate to the terminated user and click the down arrow next to their name. There's an option there to "transfer owned sheets to other user". You can then "remove sharing access" and then delete the user. Keep in mind that even once you remove sharing access and delete the user, someone can still share a sheet with that user at a later date. The terminated user just won't have the ability to create new sheets. I run a sheet access report once a month (found under the "actions" button) to ensure we know with who and where our sheets are being shared.

There is also a potential security threat with published links and no automatic or quick way to close this loop after someone is let go.
Smartsheet is working on a viewer log. I'm hoping that the Publish Option feature on the roadmap will address part of this - though it may be breaking something else.
